Combe's Move From California to Illinois Sparks $30M Manufacturing Investment

The company's history in Illinois dates back to 1974.

Personal care company Combe Incorporated announced a $30 million investment to expand and retain its manufacturing operations in Rantoul, Illinois. The development follows a company decision to relocate operations from California to the Prairie State. 
 
The owner of Just For Men and Vagisil brands expects the project to create approximately 20 jobs and retain over 100 positions. 
 
“With more than a half-century of calling Illinois home, Combe’s long-term commitment speaks to why Illinois continues to bolster its reputation as a manufacturing powerhouse,” Illinois Gov. JB Pritzker said.
 
The News-Gazette reported that Rantoul's village board proposed extending its Enterprise Zone Property-Tax program from the standard five years to 10 years at Combe's request. If approved, the incentive would start with the 2026 tax year and provide a full property-tax abatement for the entire decade. The board plans to vote on the proposal during a May 12 meeting.
 
Under the proposed agreement, the project would also qualify for a state sales tax exemption on eligible construction materials. In addition, the State of Illinois plans to support the investment with a $5 million grant.
 
Based in White Plains, New York, Combe opened a primary manufacturing facility in Rantoul in 1974 as the company scaled its major global brands for the personal care market. The facility remains a critical hub for Combe’s global supply chain.
